An engineering recruitment agency should have membership with organizations and also should have license. Only such recruiters offer you the client protection from illegal fraudulent practices. Check the agency's website to see if they belong to a membership organization. If they do not advertise, you can ask them by sending email.

Time period the agency has been operating:

Engineering recruitment agencies that have been operating for a while are more likely to operate legally and consider your best interests because they have to maintain a reputation. Ask around about their reputation before getting register.

Offline listed contacts:

Every recruitment agency should have a real life address. It may not be on the front page of the engineering recruitment agency's website; it may be given on a 'Contact Us' page or at the bottom of each page, or on the 'terms of use' page. If you can't find a way to contact a agency offline, it is probably a good idea to be suspicious.
